Top Stories - April 29, 2016 Wheeler: Set-Top Proposal Has 'Gotta Be Done' FCC chairman Tom Wheeler said Thursday that Comcast's new Xfinity TV Partner Program, which will enable device makers to offer the MSO's full suite of video services, was a "model" of and in "accord" with what the FCC "has been talking about" in its controversial set-top rules proposal.  more WHY THIS MATTERS: While critics of the proposal had used Comcast's announcement as evidence new set-top rules are not necessary, Wheeler said his plan would ensure that kind of model was available across the board, adding, "I think that what Comcast just did is proving our point." Meanwhile, Amazon said it likes the plan, so long as it applies only to MVPDs by a strictly traditional definition (see story under NEWS, below). Netflix CEO Praises Comcast's Bigger Data Cap Comcast's decision to raise the limit of its monthly data allotment to 1 terabyte in several trial markets received some praise from an unexpected source: Netflix CEO Reed Hastings, who tweeted about it Thursday. more WHY THIS MATTERS: Hastings's praise was unexpected because Netflix has been critical of usage-based broadband policies, saying they pose a threat to the company's streaming business, and has previously railed against Comcast's data policies and practices. Charter Expands Rollout of Cloud-Powered 'Spectrum Guide' Charter Communications CEO Tom Rutledge said on the MSO's Q1 earnings call that it has expanded the rollout of Spectrum Guide, its cloud-based user interface that runs on QAM-locked set-tops as well as newer IP-capable devices, and expects to have the UI deployed across most legacy Charter markets by the end of the year. more WHY THIS MATTERS: Shedding some light on its post-merger plans for Time Warner Cable and Bright House Networks, Rutledge said he's hopeful Charter will complete the all-digital transition across the acquired systems' 36 million homes by the end of 2018, but the Spectrum Guide rollout plan to those homes is still under discussion.
