Top Stories - Sept. 16, 2016 Wheeler: Open to Set-Top Plan Changes FCC chairman Tom Wheeler told the Senate Thursday that he is still open to changes in the FCC's new apps-based set-top plan.  more WHY THIS MATTERS: In a Senate Commerce Committee oversight hearing, Wheeler said the FCC is probably "90% there" on the set-top box item and cited at least one provision -- on contracts between programmers and MVPDs that he said programmers had sought -- that he is willing to pull out if it would help. HBO, Cinemax Coming to PlayStation Vue HBO said Thursday it has secured a deal to offer HBO and Cinemax via PlayStation Vue, Sony's OTT-TV service, and will also launch HBO Now, its direct-to-consumer offering, on PlayStation 3 and PS4 consoles. more WHY THIS MATTERS: The premium programmer said the distribution on PS Vue is the first time that either network's live feeds will be offered directly to consumers as a standalone offering without the need for a separate pay TV subscription. AGs Tell FCC to Back Off Privacy Plan Attorneys general from 16 states have asked the FCC to withdraw its broadband privacy proposal. more WHY THIS MATTERS: In a letter to the commission, the AGs said they feared the FCC's new proposed rules would pre-empt state laws protecting consumer privacy and foster a "byzantine regulatory environment" rather than clear, enforceable requirements that would improve data privacy.
