Amazon Joins Chorus of FCC Set-Top Plan Questioners
Amazon execs have warned top aides to FCC chair Tom Wheeler against inserting a government committee into what should be a marketplace-driven set-top regime, according to an ex parte filing with the agency.  more
WHY THIS MATTERS: Echoing earlier criticisms of Wheeler's apps-based "unlock the box" set-top rules, the Amazon execs took particular umbrage with the proposal's creation of a standards committee overseen by the agency.

Layer3 TV Goes for the Big Bundle
Convinced that there's limited consumer interest in so-called "skinny" bundles, Layer3 TV, a self-described "next-generation cable operator," has pushed ahead with the launch of a full-freight pay TV service in Chicago that features a baseline package of more than 200 channels in HD, including local broadcast TV feeds, that starts at about $75 per month. more
WHY THIS MATTERS: Layer3 TV still isn't saying precisely how it's getting service into the customer's home, since it doesn't own the last-mile access network, but is said to be securing capacity from other area providers, which include incumbents Comcast and RCN.

Nielsen to Retire Paper Diaries in 140 Local Markets
Nielsen families in about 140 local TV markets won't have to record their viewing habits in antiquated paper diaries beginning in the middle of next year, as the ratings measurement company hurtles into the 21st century and full electronic measurement. more
WHY THIS MATTERS: Nielsen said that by mid-2017 it will introduce full electronic measurement, incorporating return-path data from set-top boxes and other forms of data gathering into its local television ratings service across all 210 designated market areas -- including the 140 smallest where paper diaries are used now.
