Wheeler: Set-Top Proposal Should Include Some Cable Suggestions FCC chairman Tom Wheeler said Thursday (Aug. 4) that he believes the final order on set-top boxes will include "many of the suggestions" in cable's "ditch the box" proposal, though he did not say how many or which ones. more WHY THIS MATTERS: The NCTA's counter to the FCC's "unlock the box" proposal would take an apps-based approach to making MVPDs' content searchable alongside over-the-top offerings while also protecting copyright, advertising and contractual arrangements with programmers. Indie Programming NPRM Based on Charter-TWC Conditions The FCC's Notice of Proposed Rulemaking on access to independent programming that agency chairman Tom Wheeler and commissioner Mignon Clyburn are working on has at its core making Charter-Time Warner Cable access conditions the law, or at least rule, of the land, according to sources familiar with the process. more WHY THIS MATTERS: The NPRM is expected to propose applying industry-wide, per a new FCC rule, the Charter-TWC merger condition that prohibits New Charter from preventing programmers from doing deals with online video distributors like Netflix.
