| | FCC chairman Tom Wheeler said MVPDs are using set-tops as a way to limit program carriage and to "constrict" opportunities for minority programmers. more | WHY THIS MATTERS: More than four dozen legislators had written to the chairman asking him to suspend any action on the agency's set-top proposal until independent, peer-reviewed studies of its impact on diverse and independent programming could be completed, but Wheeler signaled he thought the issue was already getting a full vetting and it was time to take action, in part to boost minority programming opportunities given what he suggested was operators' failure to do so.
