Top Stories - June 1, 2016 Set-Top Pushback Hits a Crescendo Pay TV providers are making a last major push to derail the FCC's proposal to "unlock" the set-top box, filing hundreds — perhaps thousands — of pages worth of reply comments on the proposal, with a definite tilt toward pausing or punting it.  more WHY THIS MATTERS: While agency chairman Tom Wheeler has said the proposal is a work in progress and its details may change, MVPDs are skeptical, and a potentially lengthy timeline to enact the proposal, should it go forward, is cold comfort to operators facing the prospect of giving up data and content to third parties. Comcast Promotes Tony Werner, Sree Kotay Comcast Cable announced two big moves at the top of its technology personnel chain, promoting Tony Werner to president, technology and product, and Sree Kotay to chief technology officer. more WHY THIS MATTERS: In moves that come soon after New Charter outlined its technology strategy, Comcast said Werner will continue to oversee all aspects of its technology and product organization, including the team that leads the design and development of the MSO's customer-facing products, while Kotay will lead Comcast's software and technology strategy and oversee Comcast Innovation Labs. NCTA Pans 'Asymmetric' Broadband Privacy Proposal The NCTA said in comments on the FCC's broadband privacy proposal that the agency should have aligned its rules with those of the FTC, writing, "Consumers' private personal information should receive consistent protection across the broadband ecosystem." more WHY THIS MATTERS: Under the FCC's "asymmetric" proposed rules, the NCTA said, ISPs are "singled out" for new regulatory "burdens," while edge providers remain under the more flexible FTC approach, a scenario that will likely lead to a "tedious, frustrating experience marred by frequent disruptions."
