Top Stories - May 5, 2016 Report: YouTube Developing 'Unplugged' OTT TV Service Google has been the subject of OTT TV rumors for years, but Bloomberg reports that its YouTube unit is building a pay TV service called "Unplugged" that could launch as soon as 2017.  more WHY THIS MATTERS: YouTube is in talks with major content companies, though it has yet to ink any deals, and wants to offer a base service that costs about $35 per month, with options to add thematic tiers for smaller monthly fees, per Bloomberg. GAO Survey: Statutory License Phaseout May Be Feasible The Government Accountability Office has concluded that phasing out cable and satellite statutory licenses for the retransmission of broadcast content "may be feasible for most participants," and the U.S. Copyright Office agreed. more WHY THIS MATTERS: Phasing out the license could be a threat to the pay TV must-carry regime, as well as the "carry one, carry all" satellite-TV requirement for broadcast stations. Frontier, TWC to Discuss Dodgers Net Thursday U.S. Rep. Janice Hahn (D-San Pedro) received a taker in her quest to get California pay TV distributors to sit down and hash out a carriage deal for Time Warner Cable's SportsNet LA regional sports network, with Frontier Communications agreeing to meet with the cable operator May 5. more WHY THIS MATTERS: TWC hasn't had much success in getting distributors to add the Dodgers' pricey RSN, whose distribution struggles have been part of a backlash against expensive sports programmers.
